The Trucial States Passport (Amendment) Regulation, 1961 Draft. I submit for allowance the above Submission Regulations. 2. Article 1 of the Bahrain Passport by Mr. F.A. Vallat Regulation, 1956, in general terms provides, inter alia, that persons entering Bahrain must have entry visas. Article 1(4) enables in Bahrain the Political Agent to waive the visa requirements in respect of such persons and subject to such conditions as he thinks fit, and the Politiet Agent in Bahrain now proposes to exercise this right. However Article 2 NOTHING TO BE WRITTEN IN THIS MARGIN. of that Regulation gives the Political Agent certain powers to order any person arriving without a visa to leave Bahrain e.g. on the same vessel or aircraft on which he arrived. The object of the Bahrain Passport (Amendment) Regulation, 1961 which is now submitted is to avoid any inconsistency between the Political Agent's proposed waiver and his powers under Article 1(4), by providing that where a visa requirement has been waived, the Political Agent may not order a person to leave Bahrain for not having a visa. 3. The Qatar Passport Regulation, 1956 and the Trucial States Passport Regula tion, 1956 contain similar provisions. Although no waiver is at present proposed in those territories, the opportunity is being taken Wt.58875/319. Mcr.(6405) to amend those Regulations also, to avoid any future difficulty.
