- 2 - 7 u of the memorandum; the effect of Article 9 generally speaking is to bind both sides to introduce at once procedure for extradition in accordance with the existing law at any rate as far as the respective frontier zones are concerned, pending the conclusion of a formal extradition treaty under Article 15. When such an extradition treaty is concluded, Article 9 mill cease to have much value as the treaty will of course apply to the whole territory of each country and not merely to the frontier zones. The Administrative Inspector's questions therefore imply a meticulous interpretation of Article which is not really required. Under the Extradition Law the 'Iraq Government is empowered, provided certain formalities are complied with, to extradite persons guilty of certain crimes to Turkey an it will now proceed to employ those powers, with particular regard to the frontier zone. Article 9 does not in any way limit the powers of the 'Iraq Government under the Extradition law to the frontier zone, as In Jardine voru appears to eugsest; it merely limits to that extent the right of the Turks to demand extradition. His Excellency now proposes to address the Turkish Government on the subject through the Ambassador and to explain the procedure which they must follow in applying for extradition, for the proper procedure in accordance with the Extradition Law must necessarily be followed in all such cases. His Excellency will ask at the same time for informa tion as to the procedure which the 'Iraq Government nust follow in applying for extradition from Turkey. /SU) RS...
