INTERVIEW WITH SHAIKH KHALIFA BY "AL-SAYYAD" MAGAZINE

1. I attach the "Emirates News" translation (issued on 24 May)of the full text of an interview given by Shaikh Khalifa bin Zaid,Crown Prince of Abu Dhabi, to the Lebanese magazine "Al-Sayyad".

The main points of the interview are:

(a) The standard UAE line that the Iran-Iraq war only harms
the interests of the protagonists and Muslim states inthe area, cannot lead to a victory by either side, andrisks opening the way to intervention by the superpowers (this last point being strongly echoed ineditorial comment in all the local newspapers on thefollowing day).

(b)

A call on the "world community" to act to resolve theproblem and not to stand by as passive spectators:coupled with an expression of disappointment at thefailure of the Security Council to take action tosecure a disengagement of forces.

Insistence on the UAE's efforts to maintain goodrelations with both Iraq and Iran, stressing thecommon element of Muslim brotherhood and opposition to theZionist enemy.

Praise for the GCC's achievement in building a "Gulfmilitary power" to defend and protect the region,especially in the area of cooperation between the "GCCarmies", in the short period of the organisation's existence. Recognition, however, that much remains to bedone; and a denial that the GCC is a military alliance"aimed at aggression or regional bloc (sic) against anyfront".

Statement that there will be more GCC joint manoeuvreson the pattern of those held in the UAE last autumn -but no precision as to when or where these will be held.

Reaffirmation of the UAE's opposition to the establishment of "foreign bases" on its soil and its policy ofnon-alignment.
