It has been announced here that Tanzania and Iran have establishedfull diplomatic relations at ambassadorial level, following signaturein New York on 13 October of an agreement by the Foreign Minister(Salim) and his Iranian counterpart, Dr Ali Akbar Velyati. This isthe first time that ambassadors will be exchanged between the twocountries. 2. The timing of this announcement is clearly different from thatenvisaged by the MFA official I called on in August (para 3 of myletter of 6 August), who was not then expecting any move until afterthe end of the Iran-Iraq war. It seems that the Tanzanian move waseased by the decision to transfer the NAM Summit from Baghdad, whichlessened the possibility that establishing links with Iran would beinterpreted as loss of faith in Iraq's ability to host the conference,A MFA official made an extended visit to Tehran in late September,following which a recommendation was made to announce the establishmentof diplomatic relations between the two countries. I have been toldthat there are no immediate plans for opening a Tanzanian mission inTehran, and that their Ambassador (when appointed) will almostcertainly be non-resident. The MFA is, however, expecting the arrivalof some Iranian diplomats "imminently", although agrément for anIranian Ambassador has not yet been requested. 3. A major factor in this must be the possibility of obtaining oilsupplies from Iran, A two man trade delegation from Iran has thisweek begun what is expected to be a three week visit. The delegationleader is Mr Farrokh Pazirandeh, from the Trade Ministry, who isexpected to prepare a trade agreement for signature.
