difficulty but we shall need to put it to Bahrain.

On Qatar we await a reply to our letter BQ 1441/1 of
January 6 to the Post Office suggesting that the Qataris
should take over completely.

On Abu Dhabi, the Post Office have now agreed (letter
within) that we should suggest, on the lines of paragraph 5
of our letter B 1441/2 of July 20 that the Ruler should
assume control but continue to be advised as necessary from
Bahrain. I hope there is no reason why we shd not now go ahead

On Muscat and Oman the Sultan has already been told
of our desire to hand over postal services to him, and he
has responded (as expected) unfavourably - see Mr. Duncan's
letter 1442 of January 14 on BC 1441/1. I assume that we
shall wish to return to the charge on this but would be
grateful for any comments from Mr. Powell before drafting.

We also need to get in touch with the Post Office on
the answers to the questions in paragraphs 4-6 of the letter
within. I would be grateful for Mr. Powell's observations
on paragraphs 4 and 6 on which I have not yet seen earlier
pp. (On paragraph 5, the Bahrain Government hope to intro duce their new currency in the autumn of 1965. The dinar
will be equivalent to 15/- divided into 1,000 fils. 100 fils
will thus be the exact sterling equivalent at parity of
1 rupee.)
