We considered asking other posts but decided against this because (a) there is insufficient time (b) the Sultan would not write to all the others, and if we make an arbitrary selection we may offend those not approached. To approach three does not seem worth-while and we must therefore abandon the exercise for this year. 2. Please explain to the Sultan on these lines, and urge him to send his telegram to the President of the General Assembly. Unless New York see any objection, this should be despatched on or shortly after October 21. The phrase "follow the example of their predecessors and should be deleted from the third sentence of the draft. The further amendments in Muscat telegram No. 272 [of October 18] (not to all) ere agreed.
