Minutes
Bahrain (Amendment) Order might be
as follows:
1. The following shall be
substituted for Article 8(2) of
the Principal Order: "The property and all personal
or proprietary rights and liabilities
within the limits of this Order
of all persons subject to this
Order, except as may, to give
effect to the requirements of
international law, be specified
by Queen's Regulation made under
Article 76 of this Order."
2. The following shall be
substituted for Article 76(3)(k)
of the Principal Order: "For the purposes specified in
Articles 8(1)(g), 8(2) and 62(3)
of this Order.
The formal parts of the Order could
follow the general lines of the
Kuwait (Amendment) Order, 1960.
5. After the Orders have been
amended, a simple and effective way
of complying with our international
obligations under the Agreements in
question would be to provide by Queen's
Regulation that those agreements
shall have the force of law. The
Rulers themselves would then make
laws to the same effect.
NOTHING TO BE WRITTEN IN THIS MARGIN
6. I think we should seek Sir John
Whyatt's views on this.
