Ordinance had a provision to enable the High
Commissioner in Council to exclude from
Palestine for such period as he may think fit
any newspaper published outside Palestine.
This could only make sense if the publication
of a newspaper had the meaning it has in
England. It may be useful to have this power
as well in Bahrain to prevent a newspaper
being technically published say in Iraq and
imported to Bahrain for sale, and it would
have the effect of making still clearer what
is meant by "published".
I agree with the proposed amendments
to the Queen's Regulation and the Ordinance.
