1. The MOD paper (D/Sec (0) (C) 1/10) of 24 November, with Mr Pirnie's minute of 30 November, refers.

The following points

2. I attended the meeting of 2 December. arose:

a)

Fiji (5a). I could not get it accepted that Fiji remain on the list of targeted countries, but it was agreed that its omission would be on the basis that it would be restored to the list once exercises there could be resumed.

b)

Pakistan (5b). It was agreed it would remain on the list, but that no assistance would be provided while efforts were still being made to resolve the problem over port facilities.

c)

Thailand (b). MOD would recommend to Ministers that Thailand be added to the list, but that no assistance be given until the current problems of jurisdiction were resolved (which could be fairly soon).

d)

Papua New Guinea (not in the paper). Sec (0) (C) confirmed that PNG had been removed from the list at the last OOACG meeting.

Future Management of the DPF (7 it seg)

Brig Ran sby (DMAO) argued that administration of the DPF was already pretty good. The fact that requests were looked at closely helped to explain why the resources available had not been fully utilised in the past two or three years. He also resisted the suggestion that charges for wealthy countries (with the exception of Australia and New Zealand) could be partly waived (para 9b). The concensus of the meeting was that there was advantage in seeking to set a rigid framework for DPF. The detailed proposals in the paper would keep the matter under review and report to future ODACG meetings (I agreed subsequently with Brig Ran sby that we sould keep a finger in the review pie). Although no decision was taken to drop Australia and New Zealand, no-one saw particular reason for keeping them.
