1414 I have been through the draft Ordinance on E 13993 with the notes made by Customs and Excise and I attach a revised draft (less the Schedules) in which the amend ments which I propose are underlined. I suggest that the revised draft should be sent to Bahrain with the follow ing comments. Most of the proposed amendments are self explanatory, many of them being simply improvements of

quire some explanation. Unless the contrary is indicated, Sections are referred to by their numbers in the revised draft.
