This raises different questions from our representation of of enclosures...
these states in that body, and I would be grateful for the
comments of General Department before we tackle the Post
Office. It may be worth mentioning that Qatar is an
associate member of W.H.O. and UNESCO and we are thinking
of sponsoring Bahrain and Qatar for associate membership
of other U.N. Agencies in order to enhance their inter national status. We are also contemplating sponsoring them
for membership of GATT. General Department will also wish
to see the P.0.'s letter of January 12 at BB 1441/5 (A) on
the question of representation on the U.P.U. It is not
clear to me whether the action on advising the U.P.U.
mentioned in the last sentence of paragraph 2 has yet been
taken and we may need to go back to the P.0. on this.

The immediate questions concern Muscat and Oman and I
will draft on this as soon as I have Mr. Powell's comments.
