somewhat desultory efforts to recruit a lot more civil
engineers for this purpose, and may soon be seeking out aia
in this as I have told them about the facilities the
D.T.C. has for helping overseas governments over finding
starf. They are also beginning to give some thought to
buying earth-moving equipment and the like, and may before
long be inviting tenders. I shall be on the look-out for
this.

6. I am sending copies of this letter to Gunn in
Commercial Relations and Exports Department, Cotterill in
Export Credits Guarantee Department and to Marshall at the
Foreign Office.
