I think we have a point to make to
the Chiefs of Staff here, since they
should be aware that bombing of tribes men, wherever it takes place, is some thing which arouses international emotion
and in particular the bombing of Arab
tribesmen arouses considerable emotion
in the Arab world which is not similarly
aroused by ground operations. It is
clearly preferable in connexion with
our relations with the Arab world that
this particular handle for propaganda
should not be given to the Arab countries.
I think they would be pretty widely
supported by Afro-Asian and Soviet bloc
countries if they were to allege, at the
U.N. for instance, that the bombing and
rocketting of dissidents was inhuman
in that it was likely to kill women and
children indiscrimina nly.
