I enclose copies of a brief account of the meeting of
employers which took place at the Agency on Thursday last,
October 17, for the purpose of discussing the introduction of
workmen's compensation legislation in the Trucial States.

2. Those who attended the meeting agreed unanimously that
when you discuss workmen's compensation legislation with the
Rulers of the States you should, if you agree, urge them to
accept the principle of general legislation applicable to
everyone except small employers or, failing that, limited
legislation applicable to foreign firms and their local
employees only. If you draw a complete blank it seems
doubtful whether unilateral action on our part would serve
any useful purpose. Tim Hillyard would then have to be left
to do the best he could with the Ruler of Abu Dhabi on behalf
of theAbu Dhabi Marine Areas, Limited.

3. I am sending copies of this letter to Blumer, the Labour
Adviser at the Foreign Office, to Greenhough at the Overseas
Department of the Ministry of Labour, and Hird, the Labour
Adviser in Beirut.
