Those who attended the meeting agreed unanimously that when you discuss workmen's compensation legislation with the Rulers of the States you should, if you agree, urge them to accept the principle of general legislation applicable to everyone except small employers or, failing that, limited legislation applicable to foreign firms and their local employees only. If you draw a complete blank it seems doubtful whether unilateral action on our part would serve any useful purpose.
