This file contains correspondence relating to:
- G M Hancock persuading the Ruler of Qatar Sheikh Ali Bin Abdulla Al Thani for the need for arms control and registration. He has produced a draft on the lines of the Bahrain Arms Ordinance (1)
- Arms control in Qatar and Lebanon. It explains the Lebanese law regarding the manufacture, import and export of arms and ammunition, which means that, in theory, no arms can be exported from Lebanon to Qatar except to the Qatar Government or a firm approved by them; but in fact the Lebanese appear unable to control illegal arms traffic. It is considered that the introduction of ‘No Objection Certificates’ is unlikely to have any material effect (2)
