It is likely that a discussion on Kuwait may be
. requested soon by the contractors and consultants at the
Advisory Council on Overseas Construction (of which our
Minister of State is Chairman). I understand also that the
directors of Costain's may raise the subject at a lunch with
Sir Leslie Rowan in the next few days.

P.S. I am very conscious that the drait takes no account of
the considerable amount of thought and work devoted to the
matter of staff and other arrangements at Kuwait and that
much the same ground was gone over about a year ago as is
suggested in the memorandum. However, the contractors did
not refer to this and as the note is intended mainly to
represent their views., I omitted any mention of the activity
leading up to Sir Thomas Rapp's visit to Kuwait in June, 1953.
