This file contains a memorandum entitled 'The administration of the Imam of Nezwa [Nizwa] and its relations with the Muscat Government', which is divided into three parts. Part I contains a general description of the historical relationship between the Imam of Oman and the Government of the Sultanate of Muscat, including reference to the 1920 Treaty of Seeb. Part II contains notes and tables relating to:

  • The tribesmen and Sheikhs of the interior obtaining or holding Masqat [Muscat] passports
  • The principal tribes of the Imam's area
  • The main Walis of the interior appointed directly by the Muscat Government prior to 1913
  • The collection of Zakat and other taxes by the Muscat Government and the administration of the Imam
  • Miscellaneous examples of changes of influence in the Interior
  • Some recent visits to Muscat of the principal 'colleagues' of the Imam
  • Omani officials
  • The Muscat Appeal Court
  • Some cases involving tribesmen of the interior, mostly resulting from the death of an Omani subject abroad.

Part III contains translations, extracts, paraphrases and notes from extensive correspondence in the Muscat Government archives. They can be divided into the following classes of correspondence:

  • Letters between the Imam, or the Imam's people and the Muscat Government
  • Letters between the Sultan's people of the Ja'alan neighbourhood and the Muscat Government
  • Letters between the Sultan's people and the nomads of Al Dhahira [Al Dhahirah]

The correspondence in Part III illustrates the following:

  • The Muscat Government's intervention in the affairs of the Interior
  • The allegiance of the Sheikhs
  • The relations between the interior and the Muscat Government
  • Passports
  • Cases.
