CONFIDENTIAL Immediate Requirements 110. In the short term, in order to provide the maximum continuity on withdrawal of the British forces, the policy should be: a. Sea Defence Force. Training to be carried out by foreign national officers. b. Army. In addition to the training which will be carried out by officers and non commissioned officers of the Trucial Oman Scouts and supplemented by foreign national military personnel engaged for Union posts, an army training team will be required. c. Air Force. (1) Aircrew will be foreign national service personnel serving under contract. If conversion to another type of aircraft is necessary this should be corried out at the appropriate conversion unit overseas before they join the operational unit of the Union Air Force. 7 (2) Tigercat: foreign national service personnel, serving under contract should operate this equipment until local personnel are trained. Tigercat operators should carry out their training abroad before forming up as operational units. (3) Maintenance personnel can best be provided by foreign nationals in the higher skilled trades augmented by local personnel; the whole being employed by a single foreign civil contractor. /Summary .....
