Dear B i Saudi Council of Ministers I am sorry that I have not replied until now to your letter of 18 April about the list of members of the Saudi Council of Ministers. I enclose a list as you request which is identical to last year's list. The only change in the hierarchy was covered in James Craig's letter 25/4 to Weir of 4 April, reporting Omar Saqqaf's promotion to the rank of Minister of State which, of course, does not entitle him to attend the Council of Ministers.
