Thank you for your letter of 4 October on behalf ofMr Simon Mort of 232 Abingdon Road, Oxford, Oxl 4SP, aboutrestrictions on entry to Kuwait.

The Kuwaiti decision, which has just been confirmed to us,not to issue 'No Objection Certificates' for travel to Kuwaitduring the period 1-30 November as part of the securityarrangements for the Gulf Cooperation Council summit, may seemunnecessarily sweeping. But with their proximity to theIran/Iraq conflict, and with the terrorist bomb attacks whichtook place in Kuwait early last December still fresh in theirminds, the Kuwaitis believe that stringent security measuresare required.

We may, however, be able to persuade the Kuwaiti Embassy tomake exceptions for special cases. If Mr Mort would like tocontact Mr Keith Haskell, the head of our Middle East Department,on 233 5877, with details of his travel plans, we shall do whatwe can to assist.

I am returning the enclosure to your letter, a copy ofwhich has been retained for our files.
