178 KUWAIT DEVELOPMENT 012 Reveme The ambitious development programne begun in Kuwait some years ago has been financed out of oil revenue. 011 production in Kuwait began in 1946, when it amounted to 800,000 tons. By 1950 the Kuwait 012 Company's production had reached 17,000,000 tons and by the end of 1953 it was 43,000,000 tons. In the third quarter of 1954 it was running at the rate of 48,000,000 tons a year. 2. Corresponding with this rise in production, the State's income increased from £1,500,000 in 1950 to 29,000,000 in 1951, 22,000,000 in 1952 and £60,000,000 in 1953. Additional income will be derived also from the operations of the American Independent 011 Co. in the neutral zona. Development Programme 3. Mr. Peter Reilly, our Economic Counsellor in the Persian Gulf, and lach an interthoct. (pers. 2) reported in detail on this subject in August, 1954 the following is & summary of parts of his memorandah. 4. The devel.ppment programme began to take shape in 1950 under the direct interest of the ruler, H.K. Sheik Sir Abdullah as Salim as Sulah, with the appointment of Eubanks and Partners Ltd. as consultants for water distillation and distribution schemes. In 1951 a British Chief Engineer was appointed. In the same year a British firm, Messrs. Minoprio and Spencely, produced a master plan for Kuwait town area. 5. General Hasted was appointed Controller of Development in January, 1952, and made his preliminary report in February. At the same time, a Development Board was appointed consisting of the Kuwaiti directors of the Departments of Finance, Education, Municipality, Health, Public Works and Augal (lluslim Endomments), Mr. Addison (Chief Engineer of the Hectricity Department), Mr. Halaby (Chief Engineer of the Public Korks Department) and Col. Crichton (Controller of Finance)
