Dear Sirs,

It has been brought to my notice by the Air Traffic Control
Office that two Argos Fairchilds bearing the American registration of
N79922 and 79925 have arrived at Muharraq aerodrome, and it is understood
they are being operated by the Gulf Aviation Co. Ltd.

I have received no official notification either from yourself
or from the British Agency that these aircraft were arriving and I am
unaware of any intended operation of these aircraft, whether they will
bear British registration, or if the requisite papers to be carried by the
aircraft for the aircraft and pilots of the aircraft are in order.

I understand that the aircraft were flying on the morning
of the 18th April, and the Control Officer informs me that no responsible
member of the Gulf Aviation Co. Ltd. booked out personally with the Control
Tower, but as the aircraft appeared from the dispersal area the requisite
colour was given and it can only be assumed that the aircraft were carrying
out either local flying or an air test. You will appreciate that it is
impossible for the Air Traffic Control organisation or the administration
responsible for the aerodrome to carry out its obligations towards
Gulf Aviation Co. Ltd. aircraft and other aircraft using the aerodrome
unless the administrative organisation is familiar with the intentions
of aircraft operators.

Therefore, I shall be obliged if at your earliest convenience
you will come to my office in order that we may talk the matter over and
in this way be in a position to co-ordinate and administer the running of
the aerodrome to the safety and satisfaction of all concerned.
